The English Language Proficiency Standards (ELPS) outline English language proficiency level descriptors and student expectations for emergent bilingual students. School districts are required to implement ELPS as an integral part of each subject in the required curriculum.
ELPS Academy
Strengthen your instructional practices and gain practical strategies with the intentional use of the ELPS to support emergent bilingual students as they develop English skills. Participants will explore evidence-based strategies, practical teacher moves, and meaningful student actions that support listening, speaking, reading, and writing across content areas. The ELPS Academy course equips educators ready-to-use tools that promote language development, academic achievement, and linguistically sustaining instruction.

The LInguistic Instructional Alignment Guide provides educators with easy access to domain-based connections across instructional standards (ELPS, CCMR), teacher behaviors, and student activities. It also includes PLDs sorted by content-area and proficiency level.

Resources Using ELPS Adopted 2007
In Fall 2024, the new ELPS were adopted and became effective in classrooms in the 2026–2027 school year. However, the TELPAS assessment will continue to use the four proficiency levels adopted in 2007 during the two year transition period (2026-2027 and 2027-2028).
In order to support educators throughout this period, resources developed using the ELPS adopted in 2007 will continue to be made available as a reference.
